Siting Transmission Lines in a Changed Milieu: Evolving Notions of the “public Interest” in Balancing State and Regional Considerations
نویسندگان
چکیده
Under the predominant existing paradigm, in balancing the public interest in transmission line planning and siting decisions most state regulatory authorities weigh the benefits to the customers of a specific utility system, or to the consumers in an individual state, against potential adverse consequences. This approach to transmission siting was designed to serve the model of a vertically-integrated public utility monopoly franchise, for which the primary purpose of siting was to locate infrastructure to serve the utility’s native load customers. Under this paradigm, the costs of new transmission infrastructure are typically allocated under cost-of-service ratemaking principles, based on an understanding of anticipated benefits tothem. In making their decisions, siting authorities have been required to first determine the need for transmission infrastructure, usually defined in economic terms.

The paper begins by noting that proposals involving significant developments in the regional tradearchitecture are being developed within regional processes that in some cases are simultaneouslypursuing other dimensions of regional economic integration: monetary and financial cooperation inthe case of ASEAN + 3, and the establishment of a common market in the case of ASEAN. At leastthree of the...
متن کاملImplementing a GIS Methodology for Siting High Voltage Electric Transmission Lines
Standardization of high voltage electric transmission line siting methodologies, by using GIS spatial analysis tools, has great potential in helping predict and defend new optimal route corridors. A standard methodology that incorporates multiple weighted perspectives of influence can aid in the route approval by the governmental and regulating permitting entities and the support of the affecte...
متن کاملMulti-objective scheduling and assembly line balancing with resource constraint and cost uncertainty: A “box” set robust optimization
Assembly lines are flow-oriented production systems that are of great importance in the industrial production of standard, high-volume products and even more recently, they have become commonplace in producing low-volume custom products. The main goal of designers of these lines is to increase the efficiency of the system and therefore, the assembly line balancing to achieve an optimal system i...
